Prof. Dr Oleh VELYCHKO, Director of the Research and Production Institute for Measurement of Electromagnetic Quantities and Conformity Assessment of Measuring Instruments (Institute №3) represents Ukraine in the international measurement community as a Member of the IMEKO Technical Committee 4 Measurement of Electrical Quantities (IMECO TC4), a technical expert of the IEC Technical Committee 85 Measuring equipment for electrical and electromagnetic quantities (IEC TC85).
Representative of the Institute is a Member of EURAMET/TC-EM - Electricity and Magnetism and an Official Observer in the Consultative Committee for Electricity and Magnetism (CCEM) of the International Committee of Weights and Measures (CIPM).

Where Ukraine is O-member:
- OIML/TC12 - Instruments for measuring electrical quantities;
- IEC/TC 13 - Electrical energy measurement and control;

Institute has created and maintains 10 National measurement standards (NMSs) to meet the needs of customers in the field of high-precision measurement of electromagnetic quantities:
- National measurement standard of electrical capacitance and loss factor (DETU 08-06-01);
- National measurement standard of electric power and power factor (DETU 08-08-02);
- National measurement standard of inductance and loss angle tangent (DETU 08-09-09);
- National measurement standard of angle of displacement of phase between two voltages (DETU 08-07-11);
- National measurement standard of DC voltage within the range from 1 kV to 180 kV (DETU 08-04-99);
- National measurement standard of AC voltage within the range from 1 kV to 1.2·330/√3 kV and voltage electrical transformation factor at 50 Hz frequency (DETU 08-05-99);
- National measurement standard of AC voltage from 0.1 V to 1000 V within frequency range from 10 Hz to 1 MHz (DETU 08-07-02);
- National measurement standard of the transformation factor for AC voltage up to 750/√3 kV (NDETU ЕМ-01-2019);
- National measurement standard of the transformation factor for the industrial frequency AC voltage (NDETU ЕМ-02-2019);
- National measurement standard of AC current (NDETU ЕМ-03-2020).
By the results of the international comparisons under the CIPM MRA, the CMCs for EM of SE “UKRMETRTESTSTANDART” were included into the KCDB database for:
- electrical power and energy;
- high DC voltage (up to 180 kV);
- high AC voltage (up to 330 kV);
- high AC current (up to 10000 A);
- AC voltage (up to 1000 V);
- electrical capacitance and inductance;
- phase angle between two voltages.
